While Frame does not have a public safety platform on his campaign website, he does state support for other issues prioritized by IJ Action, such as universal healthcare, building affordable housing, and establishing rent control. He is endorsed by several labor unions and the Working Families Party.
While his positions on justice reform are unclear, IJ Action is recommending Sean Frame as the Harm Reduction candidate given the extreme tough-on-crime track record of the incumbent in this race.

Ballot Designation:
California State Senator
Law Enforcement Contributions:
Background:
Senator Niello served in the CA Assembly from 2004-2010 then was elected to the Senate in 2022. Since being in office this term, Senator Niello has earned an “F” on our Legislative Scorecard every year, voting to support 0 of our prioritized justice reform bills. Furthermore, he was the only Senator out of all 40 members who did not vote to support our co-sponsored bill AB 247 (Bryan), which increased pay for incarcerated firefighters.
Public Safety Platform:
Despite the fact that he is the sitting Senator, Niello has no campaign website. However, he has been vocally supportive of criminalization measures such as Proposition 36 in 2024, and in 2025, issued a statement against AB 1231, a diversion bill that IJ Action strongly supported, stating: “Instead of delivering real accountability, this proposal coddles criminals and insults the overwhelming number of Californians who demanded that we hold criminals accountable and protect our businesses and communities.
