- Background:
Dr. Shirley Weber served as a State Assemblymember for almost a decade before becoming the Secretary of State in 2021. In the Assembly, she championed many pieces of justice reform legislation, namely around police accountability. She was also a co-author of ACA 6, which became Prop 17 and restored the right to vote to people on parole.
In her first term as Secretary of State, Dr. Weber established a staff department tasked with voter outreach to people impacted by incarceration. Initiate Justice partnered with her office on several occasions to reach people inside prisons and on parole and inform them that voting rights had been restored to people on parole.
However, on an administrative level, her office also delayed implementation of establishing parole and probation offices as designated voter registration sites, with that change taking effect in January 2025, more than 4 years after the passage of Prop 17.

On her campaign website, she verbally supports voting rights for system-impacted people, stating she is committed to: “Revamping our voter education outreach programs for the formerly incarcerated, especially in light of the passage of Proposition 17, which ensured Californians on parole have the right to vote, so we can ensure all Californians have a voice in upcoming elections.”
Despite the delayed implementation of establishing designated voter registration sites, Dr. Weber has overall been a champion for impacted people, both during her time in the Assembly and as Secretary of State. IJ Action recommends that voters re-elect Dr. Weber.
