Background:
Assemblymember Papan was first elected to the State Assembly in 2022, after serving as Vice Mayor and as Council Member for the City of San Mateo. Since joining the Legislature, she has had a mixed voting record on justice reform issues – earning a “C” on our Legislative Scorecard in 2023 and 2025, but an “A” in 2024.
Public Safety Platform:
On her campaign website, Assemblymember Papan focuses on preventing gun violence and stopping anti-Asian hate crimes. She also emphasizes school safety. She is endorsed by the California Statewide Law Enforcement Agency but has not received campaign contributions from any law enforcement agency.
Although her voting record is mixed, she appears to be a better option than her opponent and therefore IJ Action recommends her as the Harm Reduction candidate.
