Background:

Assemblymember Juan Carrillo was elected to the State Assembly in 2022 after serving several years on the Palmdale City Council. Prior to entering politics, Carrillo was a City Planner for Palmdale.

Since joining the Legislature, Assemblymember Carrillo has had a generally good voting record on justice reform, earning a “B” on our Legislative Scorecard in 2023 and 2025 and an “A” in 2024. Additionally, last year he authored AB 868, a bill co-sponsored by IJ Action that unfortunately failed to pass, but would have encouraged election equity by reforming the Primary Election system to require that all county elections go to the General Election (where more people of color tend to vote).

Assemblymember Carrillo also introduced AB 1537, a good bill which would have prohibited a peace officer from being employed by, or being an independent contractor of or volunteer for, the United States Department of Homeland Security or its contractors or any other entity that assists with or engages in immigration enforcement.

Public Safety Platform:

Among his accomplishments, Assemblymember Carrillo touts having “fought so all neighborhoods of the city would have the same opportunities for parks, open space, police and fire facilities, job centers, and affordable housing” on his campaign website.

He is endorsed by the CA Association of Highway Patrolman and has received some campaign contributions from law enforcement; however, given his relatively good voting record and authorship of good justice reform bills, IJ Action recommends re-electing Assemblymember Carrillo.

Background:

Paul Marsh served in the U.S. Army and has since worked in the mortgage industry. Paul currently serves as a Victorville Planning Commissioner and has been an active member of the City of Victorville’s Homelessness Solutions Task Force. He ran unsuccessfully for this same Assembly seat in 2022 and 2024.

Public Safety Platform:

Marsh’s perspective on public safety is focused on “supporting our officers” which is an entire tab on his campaign website. He claims police “deserve our full support” and would advocate for more funding for police, including “personnel, equipment, and training.” He also sees community policing as “building trust between law enforcement” and supports “evidence-based programs that address the root causes of crime and work to prevent it from happening in the first place.”
