Background:

Assemblymember Hart was first elected to the State Assembly in 2022 after serving over twenty years in local government. Hart served four terms on the Santa Barbara City Council and was elected to the Board of Supervisors in 2018.

Since joining the Assembly, he has had a very strong voting record on justice reform, earning an “A” on our Legislative Scorecard in 2023 and 2025 and an “A+” in 2024. Furthermore, he has authored good bills such as: AB 1412 which allows people diagnosed with Borderline Personality Disorder to participate in court diversion programs, thereby expanding their access to treatment instead of incarceration; AB 1108, a bill that requires independent investigations into in-custody deaths in counties where the sheriff’s and coroner’s offices are combined; and AB 1962, a bill to establish a California Indigent Defense Commission to ensure that indigent defense services meet constitutional standards.

Public Safety Platform:

Despite his strong voting record, Assemblymember Hart expresses support for funding the police on his campaign website, listing several law enforcement agencies that have endorsed him. He also received campaign contributions from several law enforcement agencies, therefore, IJ Action recommends supporting Assemblymember Hart as the Harm Reduction candidate.
