Background:
Scott Sakakihara is a former Navy Reserve officer, City Councilmember in Union City, and a former employee of surveillance giant Palantir. Sakakihara reportedly left the company in December 2025 over disagreements with the company’s role in surveillance of undocumented communities and his strong opposition to ICE raids.
Public Safety Platform:
While on the Union City Council, Sakakihara states on his campaign website that he: “helped hire both more cops and more community service workers, protected public safety funding, and fought for community-oriented policing to ensure a balanced public safety approach.” He states that he increased the police force by 30% and that both crime and police use of force dropped during that time.
On his public safety platform, Sakakihara states that we need more police officers but also expresses support for prevention and re-entry support, stating that California needs: “[V]iolence prevention programs that offer hope and a way out for those who need it, more opportunities for at-risk youth, better support for victims, and stronger re-entry programs for the formerly incarcerated. We also want stricter gun control, and we want ICE agents out of our communities”

Background:
Carmen Montano spent more than 25 years as a teacher and currently is the Mayor of Milipitas. As Mayor, she states that she “fiercely protected” funding for police.
Public Safety Platform:
Montano is an extreme tough-on-crime candidate, expressing “uncompromising support for law enforcement” and “strict retail theft penalties” as her top public safety priorities.
If elected, she promises to bring back mandatory minimums, stating she “[W]ill establish strict, un-waivable mandatory minimum sentences for flash-mob ‘smash-and-grab’ retail thieves and fencing operations, stripping judicial leniency for repeat offenders who terrorize our commercial corridors.” She also opposes defunding the police and promises “direct, no-strings-attached grants for local police to hire specialized retail theft units.”
Her campaign website also includes a video of her speaking at a rally in support of Proposition 36 in 2024, the ballot measure that increased criminal penalties for minor offenses. She is endorsed by the Milpitas Police Officers Association.
