Wagner is a business attorney by profession and has also served in elected office as a member of the CA State Assembly, Mayor of Irvine, and now a member of the Orange County Board of Supervisors.

As an Orange County Supervisor, Wagner went on the record and supported Prop 36 in 2024, which increased criminalization for minor offenses.

On his campaign website, Wagner does not express many policy priorities; however, he does express his support for a far-right proposed ballot measure that would institute voter ID laws in California, a move widely seen as an attempt to prevent low-income and people of color from voting.
