Background:

Senator Rubio has served in the State Senate since 2018. She generally does not have a very strong justice reform voting record in the Legislature, earning a “C” on our Scorecard in 2023 and 2025 and a “D” in 2024.

63 Previously, she was a teacher with the Monrovia Unified School District for 15 years, and was elected as the Baldwin Park City Clerk and to the Baldwin Park City Council.

Public Safety Platform:

Senator Rubio does not have a public safety platform on her campaign website, but although she does not state her views directly, from her voting record it is clear that justice reform is not a priority for her. This year for example, she voted
in support of good legislation to ban ICE agents from wearing masks and to limit probation for youth, but she also did not vote to support legislation to expand court diversion opportunities.

Most concerning, however, is the overwhelming financial support she receives from law enforcement, receiving campaign contributions from at least 16 law enforcement agencies.

Jimenez expresses his strong opposition to justice reform, specifically opposing formerly incarcerated people having the right to vote, stating: “A convicted felon needs to demonstrate their desire to reintegrate into society by first fulfilling the required consequences of their actions in order to restore their voting rights.”

He also opposes justice reform in general, stating: “No to glorifying criminals — justice must defend victims, not excuse offenders and the consequences placed upon them.
