Background:
Assemblymember Bryan was first elected to the State Assembly in 2021 following a special election. A justice reform advocate by training, Bryan founded the UCLA Black Policy Project, a multi-issue policy lab addressing racial inequities. He was also a coalition leader for Measure J, a local ballot measure in Los Angeles which passed in 2020 to require the county to reallocate $1 billion from the sheriff’s department and reinvest it into housing, education, job training, and other community programs.
Since joining the Legislature, Assemblymember Bryan has been a champion for justice reform, authoring several bills aimed at reducing criminalization and restoring rights for people impacted by incarceration. He has authored several pieces of legislation co-sponsored by IJ Action, such as ACA 4 in 2023 which unfortunately did not pass but would have restored voting rights to people in prison, and AB 247 in 2025 that increased the pay for incarcerated firefighters by 725%.
Notably, Assemblymember Bryan also often goes out on a limb in the Legislature, voting no on bills that increase criminalization even if the bills are very popular and most other legislators cave to pressure to support them. For these reasons, he has earned a perfect score on our Legislative Scorecard for every year that it has been in place, one of only a handful of legislators to do so.
For his strong advocacy, Assemblymember Bryan was named the IJ Action “Legislator of the Year” in 2023.
