Assembly District 46

Political Party:

Democrat

Ballot Designation:

Member of the State Assembly, 46th District

Law Enforcement Contributions:

  • California Correctional Peace Officers Association PAC
  • California Association of Highway Patrolmen PAC

Background:

Assemblymember Gabriel was first elected to the State Assembly in 2018 after working for several years as a private attorney. As an attorney, he prosecuted cases protecting DACA recipients and Holocaust survivors.

Since joining the Assembly, however, Gabriel has had a moderate voting record on justice reform, earning a “C” on our Legislative Scorecard in 2023, 2024, and 2025. Last year, he also authored AB 468, a bill IJ Action strongly opposed which establishes increased penalties for looting in an evacuation zone.

Public Safety Platform:

Assemblymember Gabriel does not list his policy priorities on his campaign website, but does share that he is endorsed by the California Correctional Peace Officers Association.

Although his voting record is moderate and he introduced a bill that we advocated against last year, IJ Action still recommends Assemblymember Gabriel as the Harm Reduction candidate given the extreme views of his opponent.

Background:

Tracey Schroeder is an educator who ran unsuccessfully for this Assembly seat in 2024.

Public Safety Platform:

On her campaign website, Schroeder claims Sacramento is “soft on crime”, and wants to increase public safety by ensuring consequences for “criminal behavior”, stopping human trafficking, and ending the influx of Fentanyl.

To address homelessness, she wants to “enforce vagrancy laws” and incentivize results-based care, although she does not explain how she will do so. She promises to “make it easier to place people in these treatment centers rather than letting them die on the street…demand that we immediately clean up the dangerous, dirty camps and filth that are all over our communities, and hire more police to keep ourselves and our property safe.”

Furthermore, Schroeder says she “strongly opposes ‘Defunding the Police.” If elected, she would work to increase criminalization, oppose when prosecutors decide to not prosecute cases, and oppose early release regardless of rehabilitation.
