2025 Legislation

Our Bills that passed

In 2025, IJ Action co-sponsored a total of 7 bills. We are proud that 4 of these 7 bills passed the Legislature, were signed by the Governor, and are now law. These bills were all part of a larger legislative package introduced to empower and support incarcerated firefighters: SB 245 (Reyes) to automate the expungement process for formerly incarcerated firefighters; AB 247 (Bryan) that increases their pay during deployment; AB 799 (Rodriguez) which enacts a death benefit in the event of loss of life during deployment; AB 952 (Elhawary)  which permanently authorizes a CDCR youth fire camp program.

SB 245

This Bill automates the expungement process for formerly incarcerated firefighters, removing unnecessary barriers to reentry and employment. For years, people who risked their lives to protect our communities were denied the chance to rebuild their own. SB 245 changes that - ensuring their service is honored with the opportunity for a fresh start.

AB 247

AB 247 increases pay for incarcerated firefighters during deployment, a long overdue measure that affirms the dignity of their work. Firefighting is dangerous, skilled labor - and this bill acknowledges that every person who risks their life on the frontlines deserves fair compensation, regardless of incarceration status.

AB 799

AB 799 establishes a death benefit for incarcerated firefighters who die while serving on fire crews. For too long, their labor and sacrifice have gone unrecognized. This bill ensures that their families are cared for and their lives valued, closing a moral gap in how we treat those who give everything in service to our state.

AB 952

AB 952 makes the Youth Conservation Camp program permanent, expanding pathways for rehabilitation and career development for young people. This law helps ensure that youth who engage in this vital work gain the training, discipline, and purpose that can set them up for success both inside and when they return home.
