Background:
Assemblymember Flora was first elected in 2016 after working as a volunteer firefighter for many years including with the California Department of Forestry and Wildfire Management.
Public Safety Platform:
Assemblymember Flora does not have a public safety platform on his campaign website, however, he has consistently voted no on good justice reform bills and supported legislation to increase criminal penalties or make it more difficult for incarcerated people to earn time off of their prison sentences. This legislative session, Assemblymember Flora authored AB 1898, which did not pass but would have excluded people with certain certain sex-offense convictions from earning credits under Prop 57, and voted to support harmful bills such as AB 1990 and AB 1960 that increase prison sentences for shoplifting and property damage, respectively. He earned an “F” on the IJ Action Legislative Scorecard in both 2023 and 2024.
Assemblymember Flora is also an endorser of Prop 36, a ballot proposition that IJ Action is strongly opposing that, if passed in November, will repeal parts of Prop 47 and increase sentences for shoplifting and drug possession. Furthermore, he also failed to support ACA 6 in 2020, which ultimately became Prop 17 and restored voting rights to people on parole in November of that year.
Flora has endorsed Proposition 36, a measure that will appear on the November 2024 General Election ballot that would bring back felony charges for drug possession, create new enhancements for retail theft, and gut major components of Proposition 47. It is being led by district attorneys, police and prison associations, and big corporations like Walmart and Home Depot.

Nobriga is a retired businesswoman and first-time candidate.
Public Safety Platform:
Nobriga is a far-right candidate who describes herself as “The REAL conservative”. Her platform outlines the following priorities on public safety: “Fight against child-trafficking and to introduce laws to put traffickers in prison for life–no possibility of parole! Protect our borders and reallocate funds from the IRS to pay for real security and finish the wall!” Since both candidates in this race are extremely tough-on-crime, IJ Action has no recommendation in the AD 9 race.
