Background:

 Rubio is an elected official on the San Ramon City Council, and a former Director and Vice President of the Dublin San Ramon Water Services District. She is also a Delegate for the Democratic Party of Contra Costa County Central Committee.

Public Safety Platform:

Although public safety is not listed as a priority on her campaign website, Rubio states that her vision is to: “Secure more investments to address public safety, including help for at-risk youth, gun violence prevention, and efforts to disrupt vehicle break-ins and retail theft.” While running for city council, she also stated: “In addition to creating a smart city to improve crime detection, we should provide more collaborative opportunities for community engagement between our first responders, businesses, and residents. This is vital to ensuring that our public services are meeting our community’s needs and that our community, in turn, is aware of our first responders’ needs and the services they provide.”

IJ Action recommends Marisol Rubio for the SD 9 race, as she has committed to running a “clean money” campaign and has received endorsements from progressive organizations while her opponent has a mixed record on justice reform issues and freely accepts law enforcement contributions.

Background:

 Assemblymember Grayson is currently a member of the State Assembly representing the 15th District, and was first elected in 2016 after serving on the Concord City Council. A Republican for many years, Grayson switched parties when he launched his campaign for Assembly. He is a construction contractor by trade.

Public Safety Platform:

This legislative cycle, Assemblymember Grayson earned a C on our Legislative Scorecard, voting yes on 5 of the 6 justice reform bills we supported yet also voting to support several bills that IJ Action opposed, such as AB 1990 (allow arrests for shoplifting), AB 1960 (create sentencing enhancements for property damage), and AB 1809 (exclude people convicted of killing police officers from recall and resentencing).

He touts his record on voting to support increased criminalization on his campaign website, stating: “I supported legislation and funding to crack down on organized retail theft and help law enforcement recover stolen merchandise and protect local businesses. Through our state’s budget I supported funding a permanent Smash and Grab Enforcement Unit to fight retail theft and investing $30 Million in the National Guard’s drug eradication efforts.”

On the other hand, Assemblymember Grayson has also supported efforts to reduce gun violence and address police violence. Per his campaign website: “I supported $156 Million for gun violence prevention programs and $25 million for gun buyback programs… I support needed reforms to address the destructive effects of systemic racism, and to restore justice and trust in our communities. I voted to pass a recent law to limit police officer use of deadly force and co-authored legislation to require police officers receive training on use-of-force and de-escalation techniques. I believe we must increase oversight and accountability of police officers, and increase punishment for the few who break the rules.”

Assemblymember Grayson is endorsed by Planned Parenthood Northern CA Action Fund and the CA Labor Federation, however, he also received the endorsement of the CA Association of Highway Patrolmen and the Contra Costa County Deputy Sheriff’s Association.
