Background

Referred to the November ballot by the Los Angeles County Board of Supervisors, Measure A would shore up funding for homelessness response in the city by imposing a ½ cent sales tax to replace an existing tax set to expire in 2027. The existing tax, enacted by Measure H which was passed by voters in 2017, imposed a ¼ cent sales tax to fund the same programs. If approved, Measure A would increase that tax to ½ cent, and is estimated to raise $1.1 billion annually. Those funds would support housing and homelessness response efforts including mental health services, treatment services, and programs to prevent homelessness among low-income renters. Importantly, grocery sales are exempt from the sales tax. It needs a simple majority to become law.
