Background:

Assemblymember Lowenthal was first elected to the State Assembly in 2022, and is the son of longstanding Democratic Congressman Alan Lowenthal. He is a small business owner in Orange County.

Public Safety Platform:

Assemblymember Lowenthal voted yes on all 6 justice reform bills we prioritized last year, earning an “A” on the IJ Action Legislative Scorecard. This year he earned an A as well, while also not voting for AB 1990, strongly opposed by IJ Action, which would have authorized physical custody for petty shoplifting.

However, his rhetoric on criminal justice issues is not as progressive, stating on his website: “I’ll fight to get our cities and communities the tools they need to crack down on residential crime, gun violence, and organized retail theft. Together, we can make sure our neighborhoods are safe from crime and violence.” This session he also authored a bill, AB 771, which failed, to impose an additional 3-year sentence for anyone who administers a controlled substance with the intent of committing a crime.

IJ Action recommends Lowenthal as the harm reduction vote for AD 69 given that his voting record has generally been strong, but his support from law enforcement and harmful rhetoric on public safety has been concerning.
