Background:

 Assemblymember Juan Carrillo was elected to the State Assembly in 2022 after serving several years on the Palmdale City Council. Prior to entering politics, Carrillo was a City Planner for Palmdale.

Public Safety Platform:

Assemblymember Carrillo does not have a written public safety platform, and has a mixed record on public safety issues. He has supported bills like AB 2178 to reduce prison capacity while also voting for harmful legislation like AB 1990 and AB 1960. He also did not vote for AB 93, a bill which would have ended warrantless searches by police. Carrillo has received significant campaign contributions from law enforcement.

However, Assemblymember Carrillo overall earned a “B” in our Legislative Scorecard in 2023 and improved his score to an “A” in 2024. Due to this, and given the extremely tough-on-crime views of his challenger, IJ Action recommends AD 39 voters support Carrillo as the harm reduction choice.

Background:

 Marsh is a community services liaison per his ballot designation. He ran unsuccessfully for State Assembly in 2022.

Public Safety Platform:

Marsh promises a tough-on-crime approach on his campaign website, stating: “Crime is on the rise in California. We need someone who will stand by law enforcement, and give them the tools they need to protect our communities. While Sacramento politicians are supporting policies that release violent criminals into our streets, I promise to fight back and call out crime for what it is.”
