Background:

Assremblymember Hart was first elected to the State Assembly in 2022 after serving over twenty years in local government. Hart served four terms on the Santa Barbara City Council and was elected to the Board of Supervisors in 2018.

Public Safety Platform:

On his campaign website, Assemblymember Hart expresses his commitment to “working with crime survivors, law enforcement, community organizations, and criminal justice reform advocates to keep our communities safe and healthy” and promises to “invest in treatment and support programs to make our communities safer, reduce recidivism, and advance equity.” In the Legislature, Assemblymember Hart has a very good voting record, earning an “A” in our Legislative Scorecard in 2023 and an “A+” in 2024.


Additionally, he introduced AB 1412 which allows people diagnosed with Borderline Personality Disorder to participate in court diversion programs, thereby expanding their access to treatment instead of incarceration. He has also voted to support bills like AB 2178, supported by IJ Action, which reduces prison capacity.


However, Assemblymember Hart did vote to support AB 1990 to authorize physical custody for petty shoplifting, which IJ Action strongly opposed. He also has accepted some campaign contributions from law enforcement agencies, and is endorsed by the California Association of Highway Patrolman, Santa Barbara Police Officers Association and the California Coalition of Law Enforcement Associations.

Despite his support from law enforcement, Assemblymember Hart has had a strong voting record in the legislature, and therefore IJ Action recommends AD 37 voters re-elected Assemblymember Hart.

 Domingues is a retired government employee who spent many years with the Santa Maria-Bonita School District, with Santa Barbara County, and most recently as Business Analyst with the County of Monterey.

Public Safety Platform:

Domingues public safety platform outlines the following: “The rule of law is the cornerstone of a free society. We need to support all our law enforcement and first responders. Stronger laws need to be enforced. We need law enforcement and first responders to protect and help citizens in our communities. Law breakers, violent crimes, Illegal drugs, trafficking and homelessness is growing in our community and it all needs to be stopped. These are complex issues and need multiple professionals to help combat these unsafe, destructive ways of living. As your assemblywoman, I will work with law enforcement, first responders and health professionals that aim for reduction of crimes and support legislation that favors the victims and not the criminals.”
