Background:

 Assemblymember Bains was first elected to the State Assembly in 2022. She is a family physician by trade, and worked in Bakersfield hospitals prior to running for office. She was also appointed by former Governor Jerry Brown to the California Healthcare Workforce Policy Commission.

Public Safety Platform:

IJ Action staff met with Asssemblymember Bains earlier this session to discuss ACA 4, which failed to pass but would have restored voting rights to people in prison. During that meeting, Assemblymember Bains indicated that she would likely not support ACA 4 because she “…could not empower bad people.” To further illustrate her point, Bains made a hypothetical example that if she had kids, and those kids were given fentanyl, she would want the person who sold the fentanyl to be “in prison and not voting.”

Her voting record reflects these sentiments. She earned an “F” in the IJ Action Legislative Scorecard both this year and last year, and supported bills like AB 1990 and AB 1960, which IJ Action strongly opposed. She has also endorsed Proposition 36, a measure that will appear on the November 2024 ballot that would bring back felony charges for drug possession, create new enhancements for retail theft, and gut major components of Proposition 47. It is being led by district attorneys, police and prison associations, and big corporations like Walmart and Home Depot. 

Assemblymember Bains has received significant contributions from law enforcement and is endorsed by several police agencies, such as the Bakersfield Police Officers Association and the California Correctional Peace Officers Association. For these reasons, IJ Action is making no recommendation in the AD 35 race.
